Just going off your question topic, I had the same issue. I could not ping W7 machines, but XP machines would reply no problem. The problem was that W7's firewall blocks ping requests by default. There needs to be a firewall allowance for echo requests: Add the following to the Windows firewall Inbound Rules:

It pretty well has to be a physical connection issue such as bad NIC or driver (unlikely in this case), switch, cabling, or I still question the possibility of a firewall or security suite causing issues. The only "firewall" that's involved here is the Windows firewall on my computer, and it's passing the listening port. Tracert doesn't go anywhere; I get asterisks right down the line. I have a windows 7 machine in my network connected to the domain, I'm having a problem in which I cannot ping or remotely connect to this computer, I have enabled the remote connection options. All the other computer in the domain are fine.
